Joe and Jill Biden were spotted walking among the ugly decorations Wednesday evening.
Biden shuffled among the decorations as a reporter shouted a question about the Kansas City shooting.
It took Biden 20 seconds to respond. She slurred her words as she told the reporter that she would have more information about the shooting later.
